Create or update a partner account

Creates a partner account from the given fields. If a partner account with exactly the same name already exists, that account is updated with the fields instead, so no duplicate is created. The account is then marked active. Returns the full partner account.

The partner account's fields, as a JSON object that maps field IDs to values, for example {"name": "Acme", "website": "https://acme.example"}. name is required. Field IDs are listed by GET /api/admin/definitions/accounts; custom fields also accept their ID without the _vendor suffix.
