Create a filter

https://your-marketplace.partnerfleet.app/admin_api/api/admin/main_filters

Creates a filter without any filter options; add them with POST /api/admin/filters. The new filter is not linked to your marketplace, so it does not appear in GET /api/admin/main_filters until you add it to the marketplace's Related Filters setting.
